DA MESA DIRETORA<\/h4>\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\n\t\t\t\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-a0cbc2d elementor-widget elementor-widget-text-editor\" data-id=\"a0cbc2d\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>A Mesa da C\u00e2mara tem a responsabilidade de dirigir os trabalhos legislativos e administrativos, garantindo o funcionamento regular da institui\u00e7\u00e3o. Al\u00e9m das atribui\u00e7\u00f5es previstas no regimento, suas compet\u00eancias incluem:<\/p><p><strong>Diretrizes Gerais da Mesa (Art. 32):<\/strong><br \/>&#8211; Propor resolu\u00e7\u00f5es e leis sobre cria\u00e7\u00e3o\/extin\u00e7\u00e3o de cargos e fixa\u00e7\u00e3o de vencimentos.<br \/>&#8211; Elaborar a discrimina\u00e7\u00e3o anal\u00edtica das dota\u00e7\u00f5es or\u00e7ament\u00e1rias.<br \/>&#8211; Declarar perda de mandato de vereadores ou partidos, quando aplic\u00e1vel.<br \/>&#8211; Tomar medidas para garantir a regularidade dos trabalhos legislativos.<br \/>&#8211; Propor altera\u00e7\u00f5es ao Regimento Interno e promulgar a Lei Org\u00e2nica e suas emendas.<br \/>&#8211; Representar junto ao Executivo sobre necessidades de economia.<br \/>&#8211; Orientar os servi\u00e7os administrativos e decidir recursos relativos aos direitos e deveres dos servidores.<br \/>&#8211; Assinar aut\u00f3grafos de leis e apresentar projetos de lei de subs\u00eddios municipais.<br \/>&#8211; Regular a organiza\u00e7\u00e3o e funcionamento da Secretaria da C\u00e2mara.<br \/>&#8211; Propor abertura de cr\u00e9ditos suplementares ou especiais.<br \/>&#8211; Contratar pessoal tempor\u00e1rio para atender necessidades excepcionais.<\/p><p><strong>Decis\u00f5es da Mesa (Art. 33):<\/strong><br \/>Sempre por maioria de seus membros.<\/p><p><strong>Reuni\u00f5es (Art. 34): <\/strong><br \/>Independentes do plen\u00e1rio, para assuntos de especial relev\u00e2ncia.<\/p><p><strong>Atribui\u00e7\u00f5es da Presid\u00eancia (Art. 35 e 36)<\/strong><br \/>O Presidente \u00e9 o representante da C\u00e2mara e respons\u00e1vel pela dire\u00e7\u00e3o dos trabalhos, sendo suas principais fun\u00e7\u00f5es:<\/p><p>&#8211; Representar a C\u00e2mara em ju\u00edzo ou fora dele.<br \/>&#8211; Dirigir e disciplinar trabalhos legislativos e administrativos.<br \/>&#8211; Promulgar resolu\u00e7\u00f5es, decretos legislativos e leis quando necess\u00e1rio.<br \/>&#8211; Publicar atos da Mesa e legislativos.<br \/>&#8211; Declarar extin\u00e7\u00e3o de mandatos de Prefeito, Vice-Prefeito e Vereadores, quando previsto.<br \/>&#8211; Requisitar e aplicar numer\u00e1rio para despesas da C\u00e2mara.<br \/>&#8211; Apresentar balancetes bimestrais ao plen\u00e1rio.<br \/>&#8211; Atuar em casos de inconstitucionalidade de leis ou atos municipais.<br \/>&#8211; Administrar pessoal e aplicar medidas disciplinares aos servidores.<br \/>&#8211; Supervisionar a ordem das sess\u00f5es, aplica\u00e7\u00e3o do regimento e fiscaliza\u00e7\u00e3o de debates.<br \/>&#8211; Realizar comunica\u00e7\u00e3o com o Executivo e garantir a gest\u00e3o financeira.<br \/>&#8211; Designar comiss\u00f5es especiais, promover audi\u00eancias p\u00fablicas e divulgar mat\u00e9rias de interesse da C\u00e2mara.<br \/>&#8211; Controlar ordem do dia, retirar mat\u00e9rias da pauta e impugnar proposi\u00e7\u00f5es contr\u00e1rias \u00e0 legisla\u00e7\u00e3o.<\/p><p><strong>Fiscaliza\u00e7\u00e3o da ordem (Art. 37):<\/strong><br \/>&#8211; Convidar ou advertir vereadores que perturbem a ordem.<br \/>&#8211; Suspender reuni\u00f5es ou remover pessoas do plen\u00e1rio se necess\u00e1rio.<br \/>&#8211; Solicitar apoio para manuten\u00e7\u00e3o da ordem e exercer poder de pol\u00edcia relacionado \u00e0s atividades da C\u00e2mara.<\/p><p><strong>Participa\u00e7\u00e3o em debates (Art. 38-39):<\/strong><br \/>&#8211; Pode oferecer proposi\u00e7\u00f5es e participar da discuss\u00e3o ao passar a presid\u00eancia para seu substituto.<br \/>&#8211; Vota em casos de desempate ou qu\u00f3rum qualificado, contando para efeito de qu\u00f3rum.<br \/>&#8211; Compet\u00eancias do Vice-Presidente (Art. 41)<br \/>&#8211; Substituir o Presidente em faltas, aus\u00eancias, impedimentos ou licen\u00e7as.<br \/>&#8211; Promulgar e publicar resolu\u00e7\u00f5es, decretos e leis quando o Presidente ou Prefeito n\u00e3o o fizer.<br \/>&#8211; Substituir o Presidente integralmente em aus\u00eancias superiores a 10 dias.<br \/>&#8211; Compet\u00eancias do Secret\u00e1rio (Art. 42-43)<br \/>&#8211; Organizar documentos do expediente e da ordem do dia.<br \/>&#8211; Verificar e registrar presen\u00e7a dos vereadores.<br \/>&#8211; Ler atas, proposi\u00e7\u00f5es e outros pap\u00e9is relevantes.<br \/>&#8211; Assinar, junto ao Presidente, proposi\u00e7\u00f5es, resolu\u00e7\u00f5es e atas.<br \/>&#8211; Registrar precedentes do regimento e substituir membros da Mesa quando
